They will be switching from Linkshare to Performics. I wonder if any this has to do with the fact that Doubleclick (the parent company of Performics) was bought out by Google lately. Here's the announcement:

Dear Valued Affiliate,
On April 30th, 2007, we will be ending the Target.com affiliate program through LinkShare and transitioning all current Target affiliates to our new affiliate program through Performics. Incentive to Join: Target will be offering an increased rev share of 10% for a limited time through the new Performics affiliate program. Sign up today to take advantage of this generous offer!
Commission: The commission levels will continue to be tiered based on category. Below is a listing of the commission per category.
Three percent (3%) of the Net Price of Qualifying Products offered in our Electronics category
Ten percent (10%) of the Net Price of Qualifying Products offered in our Furniture category (including Patio Furniture)
Seven percent (7%) of the Net Price of other Qualifying Products
The commission level will remain the same for any site promoting a Target coupon.
Coupon Affiliates: Three percent (3%) of the Net Price of Qualifying products offered
Creative Available:
Banners and Text Links: Once you have been approved for the Performics network, you will be able to access banners and text links for Target. All standard sizes in animated and non-animated gif's will be available through Performics.
Data feed: Target will offer a complete data feed through the Performics' affiliate program.

Below are the terms and conditions that all publishers must adhere to in order to participate in our affiliate program.

LinkShare Termination:
After April 30, 2007, all Target placements on your site will need to utilize the links, banners, or data feed available from Performics, as our LinkShare program will no longer be active. We encourage you to sign up for the Target affiliate program through Performics and grab your new links and banners right away so you are ready for the new program launch. Please note that you will start receiving commission on all Target links through Performics when the program officially launches on May 1, 2007.
